Valid users cannot log on, and the Windows 2000 Event Viewer error message is:
The current configuration only supports local user accounts.
Cause: IAS is set up to authenticate against the local SAM, and the user is not
a member of the local user database.
Solution: Add the IAS server to Active Directory.
