This error indicates that the domain controller (DC) that was contacted by the Exchange server returned a referral to another server.
The underlying cause of this error is usually an inability to access the Schema Master which may be because of other issues such as DNS, etc..
Resolution:
Make sure the Schema Master is running and accessible from the Exchange server. |
