Either MAPI32.dll is not installed, or you have the wrong version of MAPI32.dll.

Resolution:
Verify that MAPI32.dll is in the Exchange Server BIN directory. If MAPI32.dll is in the Exchange Server BIN directory, run setup to re-install Exchange.
